The Chief Resident Engineer writes that "he has never been
"asked to make a statement with regard to the bridges or to give
"an opinion as to the cracks being serious or no* but we presumUGI
that he will be called upon for a report for submission to us.
We should have thought that in view of all the above cir-
cumstances it would have been better that the Chief Resident Engin
eer should have been included as a member of the Committee and
at any rate that all orders to Contraetors and Sub-Contractors
should have passed through him. This seems not only to be wise
in itself but in accordance with the spirit and letter of the
instructions under which the Chief Resident Engineer was appointed
The way in which the Committee is reported to have set to work
seems to run the risk of impairing Mr.Eves' position vis-à-vis of
}
the Contractors and Sub-Contractors, whether European or Chinese
and it is to be hoped that some steps will be taken to put this
right.
We do not agree with Mr.Eves that the appointment of an
independent Comittee by His Excellency the Governor need necessar-
ily be held that the Government had put a slight on the Chief
Resident Engineer though perhaps he may not unnaturally have
thought so and he states that he has heard outside opinions to
that effect. His Excellency may have wished for an independent
opinion previously to obtaining that of Mr.Eves and though he
